7:11a This is the text of the letter King Artaxerxes had given to Ezra the priest and scribe,

¶ Here/This is the letter that King Artaxerxes gave to Ezra the priest, the scribe,

¶ ⌊Before⌋ sacrificer and copyist/writer Ezra ⌊departed from Babylon⌋, the King had given a official document to him. A copy of that document follows.

7:11b an expert in the commandments and statutes of the LORD to Israel:

a scholar/expert in the words/text of the commands and rules/regulations of Yahweh for Israel:

Ezra knew well the instructions and ⌊other⌋ teachings/laws which Yahweh had given to Israel. ⌊The letter said:

King Artaxerxes had given a letter to Ezra, the priest and scribe. Ezra had a thorough knowledge of the commands/laws that Yahweh required the Jews to do/keep. These are the actual/very words that of that letter:
