5:3a At that time Tattenai the governor of the region west of the Euphrates,

5:3b Shethar-bozenai, and their associates went to the Jews and asked,

Shethar-bozenai, and other colleagues/companions came to Zerubbabel and Joshua. They said,

He took Shethar-bozenai and some fellow officials and came to ⌊Jerusalem⌋. They asked Zerubbabel and Jeshua to tell them

5:3c “Who authorized you to rebuild this temple and restore this structure?”

“Who commanded you (plur.) to build this temple and to complete this structure/building?”

“Who gave you the right/permission to build the house of God again?
-or-
who sent them to come and rebuild this house/building until its completion.
