1:9a This is what the LORD says:

Yahweh says this,
-or-
This is what Yahweh said ⌊to me⌋ .

1:9b “For three transgressions of Tyre, even four, I will not revoke My judgment,

“For three crimes of Tyre, even more ⌊crimes⌋ , I will not ⌊fail to⌋ punish ⌊them⌋ .
-or-
“I will certainly punish ⌊the people of⌋ Tyre, for the crimes they have done again and again.

1:9c because they delivered up a whole congregation of exiles to Edom

The people of Tyre delivered whole villages as captive prisoners to Edom
-or-
The people of Tyre handed over large groups of people to ⌊the people of⌋ Edom ⌊as slaves⌋ .

1:9d and broke a covenant of brotherhood.

and did not obey the covenant of brotherhood.
-or-
And ⌊they⌋ did not keep the agreement of friendship.
