3:4a Now Mesha king of Moab was a sheep breeder,

Mesha, the king of Moab, was a sheep breeder.

-or-

The king of Moab ⌊at that time⌋ was named Mesha. He owned many sheep.

-or-

During that time⌋ ⌊King Mesha ruled the country of Moab⌋ . He was the owner of many flocks/sheep.

3:4b and he would render to the king of Israel

He was expected/supposed to supply the king of Israel

-or-

From them he was obliged to deliver/give to the king of Israel

-or-

He was forced to pay taxes to ⌊his overlord⌋ the king of Israel,

3:4c a hundred thousand lambs and the wool of a hundred thousand rams.

with one hundred thousand lambs and the wool from one hundred thousand rams.

-or-

100,000 lambs and the hair ⌊cut⌋ from 100,000 sheep.
