23:20a On the altars he slaughtered all the priests of the high places

Josiah then killed all the priests of the pagan shrines on the altars where they served.

Then King Josiah ordered that all the pagan sacrificers be killed on ⌊their own⌋ altars.

23:20b and he burned human bones on them.

Then he burned human bones on the altars.

-or-

He ordered that human bones be burned on the altars ⌊to make them impure/unholy⌋ .

23:20c Then he returned to Jerusalem.

Then he went back to Jerusalem.

After that, the king went back to ⌊his palace in⌋ Jerusalem.
