23:17a Then the king asked, “What is this monument I see?”

Then ⌊Josiah⌋ the king asked, “What is this monument/marker that I see?”

Then Josiah asked ⌊the local people⌋ who was buried in ⌊another⌋ tomb there.

23:17b And the men of the city replied, “It is the tomb of the man of God who came from Judah

The people of ⌊Bethel⌋ city replied, “This is the tomb of the man of God who came ⌊here⌋ from Judah.

-or-

They told him that it was the tomb where the prophet/spokesman of God from Judah ⌊was buried⌋ .

23:17c and pronounced these things that you have done to the altar of Bethel.”

He was the man who declared/proclaimed that you (sing.) would do these things to the altar at Bethel.”

-or-

He had announced that the altar at Bethel would be destroyed, as Josiah had done.
