17:33a They worshiped the LORD,

These people worshiped Yahweh,

Though these people offered/gave worship to Yahweh,

17:33b but they also served their own gods

but at the same time, they served their own gods

they continued to worship their own gods.

17:33c according to the customs of the nations from which they had been carried away.

according to the customs of the countries from which they had come.

They continued the religious practices of the people living in their native lands.
