17:28a Thus one of the priests they had carried away

So an ⌊Israelite⌋ priest who had been exiled/deported from Samaria

-or-

Therefore one of the Israelite priests who had been sent away from Samaria

17:28b came and lived in Bethel,

went to live in Bethel.

-or-

returned to live in Bethel.

17:28c and he began to teach them how they should worship the LORD.

He taught the new residents how to fear/honor Yahweh.

-or-

He began to teach the people there how to worship Yahweh.
