16:9a So the king of Assyria responded to him,

The king of Assyria listened/agreed to his request.

The Assyrian emperor accepted ⌊the bribe⌋ .

16:9b marched up to Damascus, and captured it.

He attacked ⌊the city of⌋ Damascus ⌊in Aram⌋ and seized it ⌊for himself⌋ .

He took his army to fight ⌊the men/people of⌋ Damascus. He succeeded in taking control of the city ⌊from the Arameans/Syrians⌋ .

16:9c He took its people to Kir as captives and put Rezin to death.

He sent the people who lived there into exile in Kir, and he killed ⌊King⌋ Rezin.

-or-

He forced its people to leave their homes and go to live in ⌊the region/town of⌋ Kir. He ⌊had his men⌋ execute Rezin ⌊their king⌋ .
