15:20a Menahem exacted this money from each of the wealthy men of Israel—

Menahem obtained the silver by taxing ⌊the people of⌋ Israel.

⌊It was from the people of⌋ Israel that Menahem got/took the money.

15:20b fifty shekels of silver from each man—

Each rich person had to pay fifty pieces of silver⌊ ⌋

He made all the rich/prosperous people give him fifty silver coins.

15:20c to give to the king of Assyria.

so he/Menahem could give it to the king of Assyria.

Menahem gave all the coins/silver to the Assyrian king,

15:20d So the king of Assyria withdrew

Then the king of Assyria ⌊took/received the money and⌋ went back ⌊home⌋ .

who then stopped his attack/advance.

15:20e and did not remain in the land.

He did not remain there in the land ⌊of Israel⌋ .

He ⌊and his army⌋ left the land ⌊of Israel⌋ .
