30:25a Then the whole assembly of Judah rejoiced along with the priests and Levites

All the people who were gathered in Judah, including the priests and the Levites, celebrated in a joyous manner.

All the sacrificers, and the men from the clan of Levi, and the people of Judah took part in the celebration.

30:25b and the whole assembly that had come from Israel,

⌊This included⌋ everyone who had come from Israel,

All the people who had came from ⌊the northern territories of⌋ Israel,

30:25c including the foreigners who had come from Israel and those who lived in Judah.

as well as the foreigners who lived in Israel and those who lived in Judah.
