28:9a But a prophet of the LORD named Oded was there,

In Samaria there was a prophet of Yahweh named Oded.
-or-
Now Oded was a prophet of Yahweh who lived in Samaria.

28:9b and he went out to meet the army that returned to Samaria.

He went to meet the army of Israel returning to Samaria.
-or-
He met the soldiers of Israel as they returned to Samaria ⌊from the war⌋.

28:9c “Look,” he said to them, “because of His wrath against Judah, the LORD, the God of your fathers,

He said to them, “Yahweh, the God of your ancestors, was angry with Judah,
-or-
He said to the soldiers, “Yahweh, the God of your grandfathers was angry with the people of Judah.

28:9d has delivered them into your hand.

and so he let you defeat them.
-or-
That is why he gave you victory over them.

28:9e But you have slaughtered them in a rage that reaches up to heaven.

But you killed them with so much violence that even those in heaven ⌊are shocked⌋.
-or-
But you killed them and did not show any mercy. God has seen how you did that.
