28:19a For the LORD humbled Judah because Ahaz king of Israel

Thus Yahweh humbled the kingdom of Judah because of Ahaz their king.

Because of the ⌊evil things⌋ King Ahaz did, Yahweh made the kingdom of Judah low.

28:19b had thrown off restraint in Judah

Ahaz had encouraged the people of Judah to do bad things

He had led his people to do evil

28:19c and had been most unfaithful to the LORD.

and he himself turned away from Yahweh.

and he had disobeyed Yahweh very much.
