24:19a Nevertheless, the LORD sent prophets to bring the people back to Him

Yahweh sent prophets to tell the people to return to him.

⌊Then⌋ Yahweh sent prophets to warn the people to turn to him.

24:19b and to testify against them; but they would not listen.

Although they warned the people, the people refused to listen.

Although the prophets told the people the bad things that they had done, they would not accept it.
