15:6a Nation was crushed by nation,

This nation was destroying that nation

15:6b and city by city,

and this city was destroying that city,

and one city against another city.

15:6c for God afflicted them with all kinds of adversity.

because God was causing many kinds of unrest.

This was because God was bringing them every kind of trouble.
