2:9a Now therefore, do not hold him guiltless,
But you (sing) must not treat him as guiltless/innocent.

But ⌊I recommend that⌋ you do not leave him unpunished.

But you should punish him.
2:9b for you are a wise man. You know what you ought to do to him
You (sing) are a wise man and will be able to decide what you should do to him.

An intelligent man like you will know how to treat/punish him.

You will know how to deal with him, since you are wise.
2:9c to bring his gray head down to Sheol in blood.”
And/So send (sing) his old/white head to the place of the dead with violence.”
