21:13a And the two scoundrels came in and sat opposite Naboth,
Then two bad/evil/dishonest men came. They sat directly facing Naboth

When the two bad/worthless men arrived, they sat across from Naboth.
21:13b and these men testified against him before the people, saying,
and testified against him in the presence of the people. The bad/evil/dishonest men said,

In front of all the people, they accused Naboth
21:13c “Naboth has cursed both God and the king!”
“Naboth has blasphemed/cursed God and the king.”
-or-
of speaking evil of God and the king.
21:13d So they took him outside the city and stoned him to death.
Then they ⌊all⌋ took/led Naboth out of the city. There they threw stones at him until he died.

Then the people forced Naboth to go with them outside the city. There they put him to death by throwing stones at him.
