20:25a And you must raise an army like the one you have lost—
And gather (sing) for yourself an army like the army that failed/deserted.

You (sing) should recruit/build ⌊another⌋ army as large as the/your (sing) army that was defeated.
20:25b horse for horse and chariot for chariot—
Gather just as many horses and chariots ⌊as before⌋.
-or-
Replace (sing) all the horses and chariots ⌊that we(incl.) /were lost⌋.
20:25c so we can fight the Israelites on the plain,
Then let us(incl.) fight the men of Israel on flat/level ground.
-or-
Then we(incl.) will do battle with the Israelites on the plains/lowlands.
20:25d where we will surely prevail.”
Certainly we(incl.) will be stronger than they are.”
-or-
⌊There⌋ we(incl.) will certainly overpower/defeat them.”
20:25e And the king approved their plan and acted accordingly.
And Ben-Hadad listened to their words/plans and did what they said.

Then King Ben-Hadad followed the advice his men/officials gave him.
