18:31a And Elijah took twelve stones, one for each tribe of the sons of Jacob,

He/Elijah got/brought twelve stones, one stone for each of the ⌊twelve⌋ tribes of the ⌊twelve⌋ sons of Jacob.

⌊To build/repair it,⌋ he/Elijah found/chose one stone to represent each tribe of Jacob’s sons. There were twelve tribes and twelve stones.

18:31b to whom the word of the LORD had come and said, “Israel shall be your name.”

This/Jacob was the man who received the message/word from Yahweh, “Your (sing) ⌊new⌋ name will be Israel.”
