15:14a The high places were not removed,

Although he did not remove the unlawful/unauthorized local places of worship,
-or-
Asa did not remove the local shrines ⌊where Yahweh was worshiped⌋.

15:14b but Asa’s heart was fully devoted to the LORD all his days.

Asa was completely faithful to Yahweh all the days of his life.
-or-
However, he was/remained wholly true to Yahweh as long as he lived.
