11:25a Rezon was Israel’s enemy throughout the days of Solomon,

Rezon was an enemy to Israel all the time that Solomon lived/ruled.
-or-
Rezon opposed the people of Israel for the rest of Solomon’s life/reign,

11:25b adding to the trouble caused by Hadad.

He did evil ⌊to Israel⌋ just like Hadad did.
-or-
just as Hadad did.

11:25c So Rezon ruled over Aram with hostility toward Israel.

Thus Rezon ruled over ⌊the region/land of⌋ Aram and he hated/detested ⌊the people of⌋ Israel.
-or-
He ruled over Aram as Israel’s enemy.
