7:3a The husband should fulfill his marital duty to his wife,

Each husband should have normal/intimate marriage relations with his wife,

A wife has the right to expect her husband to have sex with her. That is his duty to her.

A husband must not refuse to have relations with his wife. It is right/proper for him to make love to her.

7:3b and likewise the wife to her husband.
