14:2a For he who speaks in a tongue does not speak to men, but to God.
This is because a person who speaks in an unknown tongue does not address people, but addresses God.

Those who speak in unknown/miraculous languages speak to God, not to people.
14:2b Indeed, no one understands him;
For no one understands him,

Truly, nobody knows what they are saying,
14:2c he utters mysteries in the Spirit.
but he speaks mysteries by the ⌊Holy⌋ Spirit.

but by the Spirit ⌊of God⌋ they speak hidden words.
