29:22a That day they ate and drank with great joy in the presence of the LORD.

Everyone who was there ate and drank happily in Yahweh’s presence that day.

They enjoyed a day of feasting in the presence of Yahweh.

29:22b Then, for a second time, they designated David’s son Solomon as king,

Again, the people confirmed that King David’s son Solomon would rule after him.
-or-
For a second time, they proclaimed that Solomon son of David was the next king.

29:22c anointing him before the LORD as ruler, and Zadok as the priest.

With Yahweh as their witness, ⌊a priest⌋ anointed Solomon to be the king and Zadok to be the priest.
-or-
They poured olive oil on Solomon’s head to show he was their king. They also poured olive oil on Zadok’s head to show that he would be the high priest for Yahweh.
