27:23a David did not count the men aged twenty or under,

⌊King⌋ David did not count the males twenty years-old and under

⌊King⌋ David ⌊commanded a census of the people of Israel to be taken⌋ . It did not include the men/boys twenty (20) years old or younger.

27:23b because the LORD had said that He would make Israel as numerous as the stars of the sky.

because ⌊he remembered⌋ Yahweh’s oath. Yahweh had said, “I will make ⌊the people/nation of⌋ Israel as many as the stars in the sky.”
