15:13a It was because you Levites were not with us the first time that the LORD our God burst forth in anger against us.

You(plur), the ⌊descendants⌋ of Levi, did not bring it up the first time. ⌊So⌋ Yahweh our God broke out in anger against us(incl.) .
-or-
The Lord our God was angry with us(incl.) ⌊and punished us. He punished us(incl.) ⌋ because the first time, you(plur) Levites did not carry ⌊the box of the Lord as required⌋ .

15:13b For we did not consult Him about the proper order.”

⌊He did that because⌋ we did not ask him how to ⌊carry it⌋ in the way that was laid out.”
-or-

⌊He was angry because⌋ we(incl.) did not ask him, ‘What is the proper way to carry the box?’”
