2:12a Woe to him who builds a city with bloodshed

You (sing.) will suffer, you who commit murders in order to build a city/town!

⌊Yahweh⌋ will punish you (plur.) because you kill people to build your cities/towns,
-or-
“I will punish/destroy ⌊the Babylonians⌋ , because when they build their cities/towns, they murder/oppress other people.

2:12b and establishes a town by iniquity!

You (sing.) ⌊will suffer⌋ , you who commit crimes in order to establish your city/town!

and because you (plur.) do wicked things to make them strong.
-or-
They do what is wrong to others so they can build strong towns.

2:12a-b (reordered)

You (sing.) did wicked things to establish your city/town, and you kill people to build it. For all these things, ⌊God⌋ will punish/destroy you.
