9:2a Indeed, the Israelites have taken some of their daughters as wives for themselves and their sons,

Our (incl.) men took/chose young women from these other tribes and they and their sons married them.

⌊They said that⌋ these Jewish men and their sons have married foreign women.

9:2b so that the holy seed has been mixed with the people of the land.

By doing this they mixed ⌊God’s⌋ special/chosen people with other tribes.
-or-
So ⌊Israel⌋, God’s unique people, is now united/joined with people who worship/follow other/false gods.

9:2c And the leaders and officials have taken the lead in this unfaithfulness!”

The leaders/chiefs and officials/adminstrators did this first, and other people have followed their example of not being loyal/true ⌊to God⌋.”

⌊Even⌋ our (incl.) people with official leadership positions have broken their covenant/agreement ⌊with God⌋ in this way. And this encouraged the people to do the same thing.
