3:28a “Follow me,” he told them, “for the LORD has delivered your enemies the Moabites into your hand.”

He said, “Follow me, for Yahweh has given you (plur.) victory over Moab, your enemies.”
-or-
He told them to follow him. Yahweh would help them fight their enemies, the Moab people.

3:28b So they followed him down

They followed Ehud down from the hills
-or-
The Israelites went down behind Ehud.

3:28c and seized the fords of the Jordan leading to Moab,

and took control of the fords across the Jordan River that led into Moab.
-or-
They captured the crossing of the Jordan River where people could wade over to the land of Moab.

3:28d and did not allow anyone to cross over.

They did not let anyone cross the river.
-or-
They did not let anyone cross there.
