3:4a These nations were left to test the Israelites, to find out whether they would keep the commandments of the LORD,

Yahweh left them there to test the people of Israel and see if they would obey his commands or not.

Yahweh used these people to see if the Israelites would obey the commands

3:4b which He had given their fathers through Moses.

Yahweh had given these commands to Moses for their ancestors.

that he gave to their ancestors through Moses.
