When the Rabshakeh heard that the king of Assyria had left Lachish,

The Assyrian chief aide/official heard that ⌊Sennacherib⌋ king of Assyria had left Lachish.

19:8b he withdrew and found the king fighting against Libnah.

he left ⌊Jerusalem⌋ . He found that King ⌊Sennacherib⌋ was fighting ⌊the people/city of⌋ Libnah.

-or-

He pulled ⌊his men/army⌋ back/away and went to join Sennacherib in a battle/fight against ⌊a nearby city⌋ Libnah.
