17:11a They burned incense on all the high places

They burned incense on every hilltop shrine.

The people of Israel also burned sweet-smelling scents/spices at the pagan shrines.

17:11b like the nations that the LORD had driven out before them.

This was what the ⌊other⌋ nations had done, the nations whom Yahweh had sent away ⌊from the land⌋ so the Israelites could enter.

This was the practice of the foreign/pagan nations that Yahweh had forced out of the land for them.

17:11c They did wicked things, provoking the LORD to anger.

They did evil things that angered Yahweh.

They did sinful things that made Yahweh very angry ⌊with them⌋ .
