22:17a So Micaiah declared:

Micaiah said/responded,

22:17b “I saw all Israel scattered on the hills

“I saw the whole ⌊army⌋ of Israel spread out across the hills/mountains.

“⌊In a vision⌋ I saw ⌊the men of⌋ Israel. They were all scattered across the hills,

22:17c like sheep without a shepherd.

It was like ⌊a flock of⌋ sheep with no shepherd.
-or-
just like sheep who do not have a shepherd ⌊to protect/lead them⌋.

22:17b-c (reordered)

Like sheep that have no shepherd, all ⌊the soldiers of⌋ Israel were scattered over the hills.

22:17d And the LORD said, ‘These people have no master;

Yahweh said, ‘They do not have a master/leader.
-or-
Then Yahweh said ⌊to me⌋, ‘They have no one to direct/guide them.

22:17e let each one return home in peace.’”

Each of them should/may return to his house in peace.’”

They should all go peacefully home.’”
