21:27a When Ahab heard these words, he tore his clothes,

As soon as Ahab heard those words, he tore/ripped his clothing.

Ahab heard what Elijah said and immediately tore the clothing he was wearing.

21:27b put on sackcloth, and fasted.

He put sackcloth on as clothing, and he began to fast.

He started to wear rough cloth, and he refrained/abstained from eating.

21:27b He lay down in sackcloth and walked around meekly.

He slept wearing the sackcloth and became quiet and sad.

He wore the rough cloth when he lay down to sleep, and he began to live in a humble/lowly way.
