17:16a The jar of flour was not exhausted and the jug of oil did not run dry,

For the flour jar/pot was never empty, and the jug/bottle of oil was never dry.
-or-
Neither the flour in her container nor the oil in her jug were used up.
-or-
There was always flour in the flour pot and oil in the jug.

17:16b according to the word that the LORD had spoken through Elijah.

It happened as Elijah told her, as Yahweh had promised.
-or-
Yahweh’s word/promise ⌊to her⌋ through Elijah was fulfilled/true.
-or-
This was what Yahweh had told Elijah would happen.
