13:33a Even after these events, Jeroboam did not repent of his evil ways,

Even after this happened, Jeroboam did not stop acting in a wicked way.

⌊King⌋ Jeroboam continued his evil practices in spite of this warning.

13:33b but again he appointed priests for the high places from every class of people.

Again he chose priests from any tribe/family for the ⌊local/idol⌋ shrines.

He continued to select men from non-priestly families to serve as priests at ⌊forbidden/prohibited⌋ places of worship.

13:33c He ordained anyone who desired to be a priest of the high places.

He consecrated/ordained for the local/idol shrines anyone who wanted to become a priest.

In fact, anyone who wanted to be a priest could become a priest and serve at one of ⌊these/those⌋ shrines.
