7:21a Zabad his son, and Shuthelah his son.

Tahath’s son was Zabad. Zabad’s son was Shuthelah.

Tahath was the father of Zabad. Zabad was the father of Shuthelah.

7:21b Ezer and Elead were killed by the natives of Gath,

The native men of Gath killed ⌊Ephraim’s sons⌋ Ezer and Elead.
-or-

⌊Ephraim was also the father of⌋ Ezer and Elead. ⌊But⌋ some men living in Gath killed them

7:21c because they went down to steal their livestock.

This happened because Ezer and Elead had tried to steal/take some cattle and sheep ⌊from the territory of Gath⌋ .
-or-
because Ezer and Elead went into Gath territory. ⌊They wanted⌋ to take for themselves some of the herd animals belonging to the people there.
