When all the people saw him walking and praising God: In the Greek, this clause is its own sentence. For example:

All the people saw him walking and heard him praising God. (New Living Translation (2004))

all the people: This phrase refers to the people who were present in the temple courts for the afternoon prayer time. Here are some other ways to translate this phrase:

The people there (Good News Translation)
-or-
Everyone (New Jerusalem Bible)

saw him…praising God: The people in the same area in the temple courtyard could see and hear the man praising God. But there were probably a lot of other people talking as well, so more people saw him lifting his hands towards heaven and praising God than the people who could hear what he was saying. In some languages it is more natural to refer to hearing praise. For example:

saw ⌊and heard⌋ him…praising God
