What shall we say, then? appears also in 4.1; 6.1; 7.7; 8.31; and not at all is the same form used in 3.4.
The question-answer pattern may be reproduced in a nonquestion form as “some people will argue that God is unjust but this is not true.” Even for languages which employ the question and answer rhetorical forms it may be wise to combine as one the two initial questions—for example, “Then shall we say that God is unjust? By no means.”
