He said to me may be rendered “He ordered” (similarly Contemporary English Version), since Uriel tells Ezra to stand up.
Stand up like a man: Apparently Uriel, who helped Ezra to his feet in verse 30, was still supporting him. For some translators there will be no problem with this clause. An idiomatic English expression for it is “Now stand on your own two feet.” But Good News Bible‘s “Stand up straight” may serve as an alternative model.
And I will instruct you may be translated “and I will tell you what it [all] means.”
