That, though they themselves had permitted thy people to depart and hastily sent them forth: This verse makes explicit what “their future actions” (verse 1) consisted of. By beginning a new sentence here, it is appropriate to introduce it with “You knew,” as Good News Translation does. As Revised Standard Version indicates, there is a textual problem with permitted most manuscripts have another reading, which differs by only one letter from the one adopted by Rahlfs and Ziegler. A case can be made for the reading in the Revised Standard Version footnote, but we suggest following the Revised Standard Version text, along with the majority of scholars. The difference, we feel, is not significant enough to warrant a textual footnote.

They would change their minds and pursue them: Revised Standard Version and Good News Translation read exactly the same. Good News Translation provides a workable model for this verse as a whole.
