Translation commentary on Wisdom 9:17

Who has learned thy counsel, unless thou hast given wisdom and sent thy holy Spirit from on high?: Here is the answer to the questions asked in verse 13. It comes in the form of a rhetorical question to make a strong statement. The author is not referring to the Holy Spirit as a member of the Trinity. These two lines have the same meaning, so that thy holy Spirit is virtually equivalent to wisdom. A suggestion, which combines wisdom and holy Spirit, and which may help connect this verse to verse 13, is:

• Who [is it that] can learn your will? No one, unless you first give him Wisdom, and send your spirit down to him.
