This verse in Hebrew is somewhat unusual, but most translations handle it without emending the text (see Revised Standard Version footnote).4 Hebrew Old Testament Text Project says the verse has two comparisons; the sense of the Hebrew Old Testament Text Project rendering is “mightier than the noise of many waters, the waves of the sea are mighty; even more mighty is the LORD on high.” Good News Translation has altered the order of the lines, placing line c of the Hebrew text first for greater ease of understanding. Good News Translation “The LORD rules supreme in heaven” translates “majestic on high is Yahweh” (see the similar terms in 92.8). He is mightier than the forces of chaos and destruction, whether thought of as mythological beings or as human kingdoms. Good News Translation line b “greater than the roar of the ocean” is better translated “mightier (or, more powerful) than the raging ocean.” In languages which cannot use waves of the sea as a metaphor for power, very often the swirling of rapids on rivers is a close substitute.
