All things are twofold, one opposite the other: Good News Translation expresses this well with “All things are in pairs, each the opposite of the other.” Compare 33.15.
And he has made nothing incomplete: Good News Translation begins this line with the connector “but,” which is more appropriate than and. This line could be stated positively as follows: “but everything he made is complete [in itself].”
