Good News Translation‘s paragraph break here is appropriate since there is a shift in subject matter.

Speak, young man, if there is need of you, but no more than twice, and only if asked: The first line of this verse parallels the first line of verse 3. The young man does not have the right to speak whenever he wants, as does an older person. Good manners call for him to speak only when someone speaks to him, when his opinion is asked for. Ben Sira probably does not mean no more than twice to be taken literally. If someone speaks to the young man, it would be rude not to respond just because he had already spoken twice. The point is that the young man must be clearly aware of his subordinate position and not attempt to step out of it by speaking too often. Contemporary English Version‘s model is helpful for this verse:

• If you are a younger guest,
don’t talk unless someone
asks you a question.
Don’t speak more than twice.
