Whether rich or poor, his heart is glad, and at all times his face is cheerful may be rendered “Such a man [a man with a good wife] may be rich or poor, but he will be happy, and you can tell it by looking at him [or, it shows in his face].” Contemporary English Version also has a helpful model:

• and whether such a man
is rich or poor,
the smile on his face
comes from a happy heart.
