Good News Translation makes this verse a separate paragraph because it is not part of the numerical sequence that began with verse 7.

The fear of the Lord surpasses everything: It is typical of this writer to say that “the fear of the Lord is the most important thing in the world” (Good News Translation). Good News Translation places this line at the end of the verse, and its wording of it is an effective climax to this long numerical proverb, and a good conclusion to the section.

To whom shall be likened the one who holds it fast?: No answer is expected to this question, but the obvious answer is “No one.” So Good News Translation makes it a statement with “Such a person has no equal,” or we may say “No one else can be as great as this person.”

Some manuscripts add verse 12. It should be included in a footnote at the end of verse 11 (so Revised Standard Version, Good News Translation).

The fear of the Lord is the beginning of love for him, and faith is the beginning of clinging to him: To cling to the Lord means to be loyal to him. Contemporary English Version has a helpful model here:

• And it is the first step
in loving him,
just as having faith
is the first step in becoming
one of his followers.

But this verse may also be expressed as follows:

• To love the Lord you must first honor him;
to be loyal to him you must first commit yourself to him.
