Some (see Revised Standard Version) place verse 6 at the beginning of the next strophe; it seems better, however, to include it as the last verse of the first strophe (Dentan, Anderson, New American Bible, New International Version, New Jerusalem Bible).

The heavens, like messengers, proclaim Yahweh’s righteousness (see identical language in 50.6), while on earth all the peoples (or “all the nations”) see his glory. The two attributes, righteousness and glory, here in parallel lines, may refer specifically to Yahweh’s saving activity, whereby he manifests himself as a God who protects and rescues his people. The expression The heavens proclaim may have to be shifted in some languages to say, for example, “The heavens show that God is good.” Behold his glory may sometimes be rendered “the people see that God is great.”
