In verse 15 Yahweh promises to supply the needs of the people of Jerusalem, including the poor. In verse 15a, instead of the Hebrew text her provisions, New English Bible prefers to change the text to read “her needy”; K-B changes the text to “her virtuous”; neither is necessary (so Hebrew Old Testament Text Project). In verse 15b bread stands for “food” in general.

Verse 16 is similar to verse 9 except that here the priests have salvation for their garment, which means either that they mediate God’s salvation to the people (see Toombs), or else that they enjoy his salvation, that is, his blessings. It is not easy to translate in such a way as to convey some meaningful concept. The usual translation “I will clothe her priests with salvation” (Revised Standard Version, New English Bible, New American Bible, Bible de Jérusalem, New Jerusalem Bible, Traduction œcuménique de la Bible, Bible en français courant, Biblia Dios Habla Hoy) doesn’t mean much except that the priests will be saved (see Taylor). New Jerusalem Bible and Moffatt translate “triumph,” which in the context doesn’t make much more sense. Die Bibel im heutigen Deutsch translates here as it does verse 9, “I give her priests authority to secure my help for her.”
