He: this, of course, refers to the man mentioned in verse 11.

The priest shall take a handful of it: in this verse (as opposed to 2.2) the role of the priest is made explicit. In 2.2 the subject of “take a handful” is unclear, but here there can be no doubt that it is the priest.
